The California Water Boards’ AB 2454 guidance, updated June 30, 2026, describes requirements for private domestic wells serving rental properties within a qualifying free testing program’s boundaries.
What covered owners must do
Participate in the qualifying testing program and share results with residents within 10 days of receipt, including interpretation guidance. Where results exceed safe drinking-water standards, replacement water obligations depend on the program offering free replacement water and the owner or residents qualifying for it. Owners cannot pass testing or replacement-water charges to tenants.
Check the actual address
The Water Boards’ linked program directory and map can help identify coverage. A program may cover only part of a county. Confirm eligibility and current instructions with its administrator; do not assume county-wide availability.
For a property purchase
- Ask whether any dwelling supplied by the well is rented.
- Request available test reports and tenant notices.
- Confirm which program, if any, serves the address.
